The municipality of Lima developed in 2014 the strategic urban plan for the metropolitan area of Lima and Callao. Based on the previous plans, it developed a set of policy tools and guidelines to foster a sustainable and inclusive spatial development of the city. The plan was coordinated by the Metropolitan Planning Institute (IMP) and involved several areas of the Municipality of Lima.
I worked in two different areas of the plan. First, I documented all the work developed in the BarrioMio program with a especial focus on the Urban Integral Projects (PUIs), which became part of a planning program in the new plan: urban renovation areas (áreas de mejora urbana). The eight PUIs already developed through participatory processes were included in the program, and a basic document with outlines for the other 32 areas was developed.
Each of the areas that were not yet developed into a PUI, included basic information on the context, the challenges and opportunities of the area. This information was based on the data base of the Metropolitan Planning Institute, desk research, and interviews to key stakeholders. The objective of these sheets was to provide the basis to prioritize which plans should be developed first.
Second, I worked as a housing specialist, being involved in the general housing analysis included in the plan, as well as in a housing policy brief, which included a series of recommendations to implement social housing policies at the local scale, providing also examples of how to apply these instruments. The approach of this policy brief was later transformed into two articles written together with Luis Rodríguez Rivero. You may access them in the links below (in Spanish).
